The data were obtained by the use of a pendulum method, previously described. The moments of inertia are expressed in coefficient as well as in dimensional form, so that those for airplanes of widely different weights and dimensions can be compared

    Land Quality and International Agricultural Productivity: A Distance Function Approach

    Agricultural productivity measurement has been of great interest in recent years. Although analysts have long recognized that land quality plays an important role in agricultural productivity, land quality has been difficult to quantify and include in productivity models due to d ata limitations. Poor land quality, in the form of desertification, erosion, and poor soil quality, as well as climate and precipitation may limit growth in productivity over time. A Malmquist productivity index is proposed that decomposes productivity into efficiency change, technical change and land quality components and accounts for inter-country differences in land quality. The index is then applied to a 109-country data set covering 1980 to 2003. Many countries with lower productivity growth are limited by their resource endowment, and thus require policies and technology that reflect the needs of those environments.Land Economics/Use, Productivity Analysis,

    Estimating Dynamic Traffic Matrices by using Viable Routing Changes

    Abstract: In this paper we propose a new approach for dealing with the ill-posed nature of traffic matrix estimation. We present three solution enhancers: an algorithm for deliberately changing link weights to obtain additional information that can make the underlying linear system full rank; a cyclo-stationary model to capture both long-term and short-term traffic variability, and a method for estimating the variance of origin-destination (OD) flows. We show how these three elements can be combined into a comprehensive traffic matrix estimation procedure that dramatically reduces the errors compared to existing methods. We demonstrate that our variance estimates can be used to identify the elephant OD flows, and we thus propose a variant of our algorithm that addresses the problem of estimating only the heavy flows in a traffic matrix. One of our key findings is that by focusing only on heavy flows, we can simplify the measurement and estimation procedure so as to render it more practical. Although there is a tradeoff between practicality and accuracy, we find that increasing the rank is so helpful that we can nevertheless keep the average errors consistently below the 10% carrier target error rate. We validate the effectiveness of our methodology and the intuition behind it using commercial traffic matrix data from Sprint's Tier-1 backbon

    GUNSHOT DIRECTION OF ARRIVAL DETERMINATION USING BIO-INSPIRED MEMS SENSORS

    A key component of battle space awareness is direction of arrival (DoA) determination of gunshots. In the initial stages of an engagement, quick and reliable DoA determination enhances a Marine’s ability to execute the observe-orient-decide-act (OODA) loop, increasing chances of survival and mission success. Naval Postgraduate School (NPS) has developed a novel, biomimetic acoustic sensor modeled after the auditory system of the Ormia Ochracea fly. This microelectromechanical system (MEMS)-based directional sound sensor, which consists of two wings connected to a substrate using two torsional legs in the middle, is well documented in previous NPS theses. Each sensor has a uniform dipole beam pattern. By combining two crossed MEMS sensors (crossed-dipoles) with an omni-directional microphone, 360° DoA determination can be fully resolved.     Flight measurements of the dynamic longitudinal stability of several airplanes and a correlation of the measurements with pilots' observations of handling characteristics

    The dynamic longitudinal stability characteristics of eight airplanes as defined by the period and damping of the longitudinal oscillations were measured in flight to determine the degree of stability that may be expected in conventional airplanes. An attempt was made to correlate the measured stability with pilots' opinions of the general handling characteristics of the airplanes in order to obtain an indication of the most desirable degree of dynamic stability. The results of the measurements show that the period of oscillation increases with speed. At low speeds a range of periods from 11 to 23 seconds was recorded for the different airplanes. At high speeds the periods ranged from 23 to 64 seconds. The damping showed no definite trend with speed
